As a Parkland resident, you are an owner in our Parkland Community Centre (Calgary) Ltd. (also known as “Park96”). We invite you to join the Staff of the Park, the Board of Directors, and me to review 2025, discuss the year ahead, and vote on several items at the AGM.
2025 was an important year for Park96, highlighted by the completion of the Reserve Fund Study and the approval of the membership fee increase to help ensure the long-term financial sustainability of the Park. As our 52-year-old facility continued to age, Park96 also experienced several unexpected infrastructure challenges in 2025, including emergency repairs to both the irrigation and sewer lines.
One of the Reserve Fund Study’s top recommendations was an exterior renovation of the main clubhouse. Before planning could begin, the Board felt it was important to better understand the current condition of the building. In fall 2025, a comprehensive building inspection and air quality assessment were completed. The results showed the clubhouse was in more significant disrepair than originally anticipated in the Reserve Fund Study. Mould, asbestos, and several critical building deficiencies were identified, requiring immediate remediation and repairs under asbestos safety protocols.
With this new information, the Board of Directors and the Five-Year Planning Committee have begun evaluating options and developing a long-term approach for the clubhouse exterior renovation project. At the 2026 AGM, the Board will share preliminary plans, findings, and early-stage timelines for this important work.
The Board of Directors’ mandate is to act as prudent stewards of Park96 and ensure that the Park remains vital and valuable for generations to come. In this context, the Board of Directors has determined that the current Article concerning the spending limit the Board may approve before requiring a Special Meeting of the membership needs to be updated to reflect increasing project and construction costs.
The Board is proposing an amendment to increase the spending authority threshold from $50,000 or 20% of the reserve fund to $100,000 or 20% of the reserve fund. The original limit established in the Articles of Association was $40,000 and was last amended to $50,000 in 2015. Since that time, inflation and the rising cost of labour, materials, and construction services have significantly reduced the effectiveness and flexibility of the current limit.
The proposed amendment is intended to allow the Board to respond more efficiently to necessary repairs, maintenance, and capital projects while continuing to provide appropriate financial oversight and accountability to the community.
